Oceanside promotes Captain Sean Marchand to Assistant Chief, the department's first ever to hold the position in its 117-year history.

Assistant Chief Marchand has been with the department for 26 years and has steadily ascended through the ranks while serving in several specialized assignments.  He has held the titles of Field Training Officer, SWAT Operator, SES Detective and SWAT Commanding Officer just to name a few.  He holds both a bachelor’s and master’s degree.  He is a graduate of the FBI National Academy, Senior Management Institute and Supervisor Leadership Institute.  Assistant Chief Marchand will be responsible for the day-to-day operations of the department. Assistant Chief Marchand's appointment takes effect on April 30, 2023.
